Well you can hand edit sendmail.cf, and keep lines for various ISPs,
with all but one commented out. Our keep several sendmail.cf's handy,
and cp the one required for which ISP.

Just my personal experience, but this has never solved any problems
for me.

I didn't catch the first part of this, but I find setting the smart
relay host to your ISP's mail server, solves a lot of problems.

Localhost here for me does not work.
