yeah try linuxconf / control services module to enable at boot
also check /etc/inetd.conf to see if its been disabled there

for the masq side of things checkout ipchain which will allow you to
firewall
external ftp connections for example - i would strongly suggest getting a
book
like SAMS RedHat Linux 6 Unleashed and read up about it there as the
how-to is a nightmare to read.
