I've never seen the problem you are describing.  If I have had to crash the
system by pushing the reset button, it has always done the file system checks.
Being a web server, my disks are always busy, so they aren't in sync.  If
your system isn't very busy, your disks could be sync'd, which mean they
don't need a fsck done to them.  I could be blowing smoke, as I am not sure
if the ext2 filesystem behaves like that.  I'm just used to that under
SunOS/Solaris.

But, there is a bigger issue here that should be resolved.  Because you
have lots of power failures, you really should have UPS boxes attached to
your computers.  Power glitches like that can take out equipment.  The
money you would spend on a good UPS will be well worth it in the end.
I have two 600VA units here in my house, one to run the two computers and
one to keep the C-Band satellite equipment and video equipment operational.
It is real nasty to have a power glitch while recording an important video
feed and more so to have the web server crash.  Of course, they won't work for
long power outages, but that does give you time to shut things down
gracefully.  The problem I have around here are glitches.

Seriously, you really should look into getting UPS boxes.
