Yes it can. We have several machines using lynx through squid. It looks like
you have the config setup properly, with the http_proxy on about line 1008
set to your proxy server (hit ctrl-g in vi to show line number).

What happens when you try and ping your proxy server from the machine
running lynx? Can you ping it with the FQDN and the ip address? Do you have
any other machines that can make it through the proxy?
