Here are the following instructions that i recieved from a friend of mine.
A note: rhea is the machine that i would like to set up as the nis server
and rex is the main server. Rhea and rex are on different subnets.

1.  You don't have to build ypserv, etc. since Red Hat
    includes it in the distribution.  I installed the package
    for you when I discovered you left it out during the install.
2.  You'll want to edit /var/yp/securenets.  This tells
    the NIS server what subnets it's a server for.  The
    one on rex contains the lines for our two subnets.
    Add the two lines to /var/yp/securenets on rhea.
3.  Edit /etc/ypserv.conf.  Run "man 5 ypserv.conf" for directions.
4.  Run /etc/rc.d/init.d/ypserv.
5.  Run /usr/lib/yp/ypinit -s rex.cs.ucr.edu
6.  Create a file called nis in the /etc/cron.d directory containing:
20 *    * * *  /usr/lib/yp/ypxfr_1perhour
40 6    * * *  /usr/lib/yp/ypxfr_1perday
55 6,18 * * *  /usr/lib/yp/ypxfr_2perday

7.  Run /var/yp/make on rex. All files that need to be edited are on rhea.
rex should be fine as is, although you might want to do step 7.
Hopefully, the whole thing will work after step 7.

Assuming my ypserv.conf is correct, i am now at step four. When i type
/etc/rc.d/init.d/ypserv it gives me the following:

Usage: /etc/rc.d/init.d/ypserv {start|stop|status|restart}

so i type /etc/rc.d/init.d/ypserv start. so now it gives me the follwing
and just stays there:

Starting YP server services:

But the cursor just stays after the colon. Would you happen to know what i
ma doing wrong? If not, just forward this e-mail to anyone who might.
