Both are excellent distributions, and you'd be in good shape with 
either.
Red Hat might have a bit of current advantage in that, as the best known
distro a bit more of the commercial development interest is focused on
RH.

The SB Live can be done, with help from the list, checking the SB Live
web site, sacrificing black chickens at midnight on frequent occasions,
and a lot of patience.

Currently there's no hope for the USR PCI WinModem.  These are software
based modems with a required software driver that is specific to the
product, designed by the manufacturer, have no real standard for the
interface, and won't be supported under linux until the manufacturer's
have a change of heart (brain?) and at least standardize the product 
interfaces.
