Yes, it supports SCSI scanners, and AFAIK, not parallel port scanners.

yes, and as with most cheap hardware...it's cheap hardware ;)
Seriously, though, most "cheap" hardware manufacturers don't release any
kind of spec for their product (== no drivers), or follow any real
standard. (I may be preaching to the choir, but does it make sense to
develop a new, proprietary protocol for each and EVERY piece of hardware
you manufacture? How does that make production less expensive???)

Scanner access isn't a function of the kernel. If your SCSI card is
supported, then sane should be able to use it.

Mandrake uses sane, just like everybody else :) You can even install
their rpms.
