You can also set it so a user can bring it up and down, and
then you don't have to change to root.  (/sbin/ifup ppp0 and
/sbin/ifdown ppp0, or use /usr/sbin/userctl to control it.)

I don't remember if Linuxconfig will set usercontrol, but if
not, edit /etc/sysconfig/network-scripts/ifcfg-ppp0 and add

USERCTL=yes
