Rather than set up a mailing list, you should look into the bulletin
feature of qpopper and other POP3 servers. Basically, you put a message
into a special directory and every user will get that message the next
time they fetch their mail. It keeps a file in each user's home directory
so it knows which 'bulletin's that user has already seen.
