This is incorrect.  The Lilo documentation (stored in /usr/doc/lilo-0.20) 
states that the most common BIOS limitations are that the OS you are booting 
must be on one of the first _TWO_ disks and within the first 1024 cylinders of 
the drive.

Only MS OS's are truely restricted to the first drive; the specific 
restriction is to the active primary partition on the first drive.

Not sure what you mean by saying that the MBR on your primary boot drive does 
not have either linux or win95.  The balance of your statement leads me to 
think that you're saying you can/should only install lilo to the root 
partition.  This is wrong.  You have a choice; you can install lilo to the MBR 
of your first drive, with options to boot OS's on either the first or second 
drive; you can install to the root partition (/dev/hda1, for example), but 
this will work _ONLY_ if you are using a commercial boot loader, such as 
System Commander or the OS/2 boot manager supplied with Partition Magic, or if 
you make that partition _active_.

I _strongly_ suggest a careful read of the lilo documentation mentioned above. 
 If you can get hold of a copy, the Partition Magic Users Guide for v3.0 has 
an excellent discussion of drive geometry and booting, also.
