to add something to /etc/issue you have to modify the
/etc/rc.d/rc.local script that "create" the issue and issue.net files
at every boot.

If you don't want to recreate the files at every boot
(you have not to put dates or similia...) simply erase
the commands in rc.local that overwrite your issue and issue.net.
