Finding most syslog entries timestamped with local (EDT) timestamp,
while others are stamped with UTC.  Even from same program.  ie:

May  8 15:20:41 host ipop3d[20108]: connect from 206.xx.yy.zz
May  8 11:20:43 host ipop3d[20108]: Login user=alan host=206.xx.yy.zz
May  8 11:20:44 host ipop3d[20108]: Logout user alan host 206.xx.yy.zz

I have seen this behaviour before, but never solved the puzzle.  When
asked for the date, the system displays the correct (EDT) info, and
seems normal.  However, this particular system, is making the timestamps
on the disk files, with UTC.  If I touch a file, it will have a UTC
timestamp.  This was a stock RH 5.0 instal, with minimal upgrades:
added   initscripts-3.32-1
        imap-4.1.BETA-9
        shadow-utils-970616-11
        apache-1.2.5-1
I thought at first the problem showed up after adding uucp-1.06-14,
but I have found UTC timestamps in log before uucp was added.

/etc/localtime is a link to /usr/share/zoneinfo/US/Eastern...
/etc/sysconfig/clock says both:   UTC=false  and  ARC=false ...

Any one have any idea why the file timestamps are in UTC.
