You can try grabbing pgp-2.6.2-5.nosrc.rpm from a redhat mirror (in 
contrib/SRPMS).  This contains everything but the pgp source (i.e. patches 
and spec file).  Install the nosrc.rpm, put the pgp-2.6.2.tar.gz in 
/usr/src/redhat/SOURCES, cd to /usr/src/redhat/SPEC and do rpm -bb 
pgp-<whatever>.spec.  The rpm should end up in /usr/src/redhat/RPMS/<arch>.
This worked for me.
