Contents of a user directory are determined by the contents of 
/etc/skel (well, in RH5 anyway).  If you want a default html 
directory then you'll need to create it in this directory with 
appropriate content.  Then whenever you create a new user the default 
web directory for them will be created as well.

Once you have things configured properly, yes.  You can tell Apache 
where to put user directories and what the name of the final 
directory will be too.

One thing I did notice with user directories and stuff on RH5 though, 
if the permissions on the directory are not correct then even having 
the default html directory and 'index.html' will not make them 
viewable.  From memory, you need at least 'x' for world permissions 
on all directories up to and including the html directory for it to 
work.
