To stop this behavior on a specific interface, add the line:

NOZEROCONF=yes

to the /etc/sysconfig/network-scripts/ifcfg-<ifname> file for that
interface.

To stop this on ALL interfaces, add the above line to
/etc/sysconfig/network

I'll leave it to someone else to explain why this "feature" was
implemented.
