I have a F-Prot and MailScanner setup.  I had to install F-Prot, and get it
working on it's own.  Then, I turned on the virus scanning feature in
MailScanner and told MailScanner where the binary was for F-Prot.  

I would suspect you'll need get Panda running, and then configure
MailScanner to use it.  Again, just an assumption as I haven't used Panda.
