Only thing I can think of (which is very limited) is I had a "similar"
problem when I first set up sendmail is to make sure this line in your
/etc/sendmail.mc is commented out

dnl # DAEMON_OPTIONS(`Port=smtp,Addr=0.0.0.0, Name=MTA')dnl

If so, make the change as above or just remove it.  You will have to
restart sendmail.
