Bob,

 If you're having problems with both then it likely isn't a configuration
issue as such.   From the symptoms you describe i'd _guess_ that
it's a flow control issue.    Since you have agetty installed make 
sure you try the -h parameter to enable hardware flow control.
Also, as a debugging measure you could try to disable all flow 
control in the modem...

 You wouldn't want to leave it like that in production but it might be 
revealing.   It sounds like you've already done a fair bit of research
