From the symptoms you describe i'd _guess_ that it's a flow control issue. Since you have agetty installed make sure you try the -h parameter to enable hardware flow control. Also, as a debugging measure you could try to disable all flow control in the modem... AT&H0&I0 You wouldn't want to leave it like that in production but it might be revealing.
