Sorry, I thought there was enough info when I said that I used RPM to try
and install the pacakge.  The results are:

rpm -Uvh dhcpcd-1.3.18pl8-10.i386.rpm 
Preparing...                ########################################### [100%]
package dhcpcd-1.3.18pl8-10 is already installed


rpm -qa | grep dhcp
dhcpcd-1.3.18pl8-10
