What I think is happening, from what little info you provided, is s/he is using NTLM authentication to the proxy. If this is the case, then s/he is correct somewhat. Current versions of Mozilla/Netscape (1.4 and 7.1, I think) on Windows can now use NTLM to auth if needed. If your OS is any other (read safer) OS, then you have a problem. I don't do user auth for this exact reason. I am currently evaluating other forms of proxy because of this problem.
You should enlighten your admin to other proxies/solutions that are available if s/he wants to use some form of user authentication to use the proxy. Maybe create a web page where a user can auth (over ssl, of course) and then establish a temporary proxy session. EZ Proxy does something like this.
Another solution is a commercial device that uses open source, the Butler Box (http://www.thebutlerbox.com). On the site are links to the open source sites where you can download and setup the same thing using your own hardware, which is what I will probably replace MS Proxy with, but it isn't written in stone.

My story may be OT but please bear with me:
I use Mozilla 1.4 as web browser. Our web proxy is using Microsoft Proxy Server. I configured my browser with the given proxy IP Address at port 80.
However, when I tried to browse the internet, the following error keeps on appearing:

Our sysad advised me that Microsoft Proxy Server only
allows Internet Explorer to pass through.
Is there a workaround to get through this and browse the internet?
