On REdhat 8, how to boot from bootable disk then specify bootable disk /dev/sdb2 instead of /dev/sda2?

You would do that in the BIOS, or the SCSI controller Firmware setup, not in RedHat 8.
In RedHat 8 you can instruct a bootloader to install itself on a particular disk, and you can configure the bootloader to present a menu of various OS's on your system that could be loaded, but you cannot get the HARDWARE to decide which disk to boot off of from within the OS configuration.
