kernel lockd not starting at boot

I've a newly installed RH 8 machine, with current patches via RHN, that 
is not starting the lockd process by the kernel at boot.  Can someone 
point me to documentation on how to get the kernel to start this process 
( I thought it was supposed to happen by default ) or info on why the 
process is not starting.  Thanks.
