I didn't say it was a permanent fix:

You can also try deleting and reinstalling the applet.  Then you don't
have to log out and in.  To add, right-click on panel, then "Add to panel"
-> "Launcher from menu" -> "System Tools" -> "Red Hat Network Alert Icon".
