I use wwwboard and it seems to do the job. Quick and dirty but effective. wwwboard does not require any authentication, and any articles can be posted without an e-mail address, or the user could fake one. There are a lot of discussion boards that require authentication that you could look at. Go to http://www.freshmeat.net and use forum as a search string.
