Couple of quick questions on this. What username are you using to log in to? By default vsftpd (and most other ftp packages) don't allow root to login remotely. I don't know about logging in from the console via ftp. Also, do oyu have the vsftp_users configured to be used? If so, you need to specify the users that can be allowed to log in via ftp in that list.
