Why not VNC/TightVNC/XVnc? I use TightVNC on my linux box and connect to it from work via an encrypted PuTTY-SSH tunnel.. :-)
Because c3270 is a terminal mode client. It's not windowed. There's no need for VNC. There's no need for X11. Putty should be sufficient on its own, without the need for additional software on the PC.
