I've been struggling with that issue on RH9 for weeks now. In particular, I would like to add an item to the primary Start Menu that is global to all users and contains a submenu of locally-developed applications. This is a trivial function in Windows XP, but apparently not in Gnome.

I've played with the techniques suggested in the Gnome admin guide, but the best I've been able to get is a Start Menu entry that is empty. The whole concept of "Vfolders" is confusing; I've not been able to figure out where the root menu is defined and how it might link to submenus. When I tried to follow the procedures outlined in section 2.6.1.1 of the Gnome admin guide, while logged on as root, I was able to create the menu structure that I wanted using Nautilus. But it was only accessable by root. When I logged on as a non-root user, my custom Start Menu entry was visible, but clicking on that entry didn't bring up a submenu. Poking around my system, I found the directory:

/root/.gnome2/vfolders/applications-all-users

Within that directory was the launcher that I'd created for my test application. I get the impression that the all-users vfolder needa to live somewhere other than root's home directory structure. Or else there's a file somewhere that needs to point to the all-users's vfolder. IN either case, I don't know what the answer is.
