 That advisory is for both Enterprise AS 2.1 as well as Advanced Workstation 
2.1 for Itanium. I am not entirely sure about the reasoning behind the fact 
that only source RPMS are provided for i386 (I can understand this to be the 
case on a public mirror, after all Enterprise is Red Hat's cash cow). Maybe 
because it's an extra feature for AS 2.1.

 Get the src rpm, doing
rpm --rebuild kernel-2.4.18-e.31.src.rpm
will render a kernel for i386, a kernel-BOOT for i386, a kernel-smp for i386 
and a kernel-source rpm. Do
rpm --rebuild --target i686 kernel-2.4.18-e.31.src.rpm
for i686 specific kernels, or build one using the above mentioned kernel-
source rpm.
