It probably isn't RH9 per se, but kernel 2.5.72. I'm trying to get 2.5.73 up on my gf's Inspiron 8000 and have the same problem. However the touchpad worked fine under RH9 with the 2.4.x kernels. Unfortunately I can't help you beyond that as I haven't solved it yet either (I usually give up around 2am on worknights). Interestingly 2.5.73 detects it as a Synaptics touchpad while X is set up to use the Alps Glidepoint driver (which worked with 2.4).
