I only know in SuSE but there is a theme in KDE called "Redmond" which is to my knowledge the closest you get to the "Windows Eperience" (No BSDs included though) ;)

As some of you know I am migrating my workstations from Windows98 to RH9. Is there a theme for either KDE, GNOME, or any other environment, that would make it look like and feel like it is still the M$ Windows98?
For KDE, go to Preferences->Desktop Settings Wizard
There is a choice of system behavior of KDE, UNIX, Windows, and Mac OS. Farther along, there is the Redmond theme 'A style from the northwest of the USA'.
Don't know about GNOME, as I don't use it.
