Two methods.  I haven't tried either:

GotMail - Simple perl script that forwards hotmail to local account:
http://linux.cudeso.be/linuxdoc/gotmail.php

HotWayd - Emulates a pop3 server, but communicates to Hotmail over HTTPD.
