Reason for that being (at least up here in Canada with Rogers) is that they
tie the lease to the MAC address, also the client tends to renew the lease
before it's up, so unless you turn your computer off for extended periods of
time (twice the lease time) chances are you are not going to loose your IP
Address.

Otherwise there isn't much you can do about it, the lease time is handled on
the server side (reads ISP) and they could force a change.
