One possible explanation: the mail server that you're connecting to might be trying to perform a reverse DNS lookup on your IP address, but can't reach a name server, or the name servers aren't responding. The mail server will wait for a response, eventually time out and then usually continue with the session. 20-30 seconds seems common as a timeout for this kind of situation.

Another possibility: your mail client might be trying to make an SSL connection to the server, but the server won't accept the connection. Eventually, your mail client may time-out and then fallback to a conventional (non-SSL) connection. I'm not sure that this is a likely explanation, but it came to mind because I'm dealing with this exact situation right now.
