It all depends on the way the directory structure is organized at the site. Nobody managing such a site, God love 'im, is under any obligation to arrange things so that the URLs pointing to various items will appeal to the aesthetic sensibilities of the lucky people that have access to cool and useful stuff for free there. Admittedly, the organization of some sites is often ambiguous, but what a tiny little inconvenience that is. Get used to it.
