Runlevel 3 is not single user mode - it is only console login mode.
Single user mode does not allow for any networking. Console login is the
same as Runlevel 5 except it does not start you in a graphical
environment.

Generally, servers are setup to run in runlevel 3 because there's no
need to login locally.
