how do I run a script?

The SCRIPT facility makes it very easy to write a script, but the 
permissions vector does not not include an 'x' for execution rights. 
The script  *belongs*  to the root, which is how I'm logged in when I'm 
trying to access it,  but when I try to invoke it, I am informed that I 
don't have the permission.  I've spent entire DAYS trying to look it up 
in the several manuals, but have not as yet found the right manual or 
the right place in the manual.
