Google for "Windows 2000 syslog" in both the Web and groups.google.com. There are syslog servers--both commercial and Open Source--that will let you run a syslog daemon on Win2K. One that seems to garner some kudos is the freeware Kiwi server (http://www.kiwisyslog.com/products.htm).
