I had a similar problem. Turning off UTF-8 support solved the problem.
Stuff like ntsysv and friends were all broken. Maybe this is an ncurses
issue (maybe it has to know about utf-8). You can turn on and off utf-8
using the unicode_start and unicode_stop command on the console.
