The closest thing to UNIX emulation I've seen for Windows was I think a
Korn shell.  However, you can run an X server on the Windows (B) box,
which ought to allow you to run X apps off the Linux (A) box (including of
course xterms with shells in them).  There are a bunch of them available. 
Some are buggy, some are betas, some are free (lots of betas are I
reckon), and some are pretty spendy.  If you decide to buy one, you should
maybe think about alternatives to ordering directly from the manufacturer,
which is sometimes not the cheapest way to get things.  I have by the way
not tried any of these myself so I have no opinions...  Here are some
