This is a common problem on Toshiba laptops running X.  Go to the
/etc/X11/XF86config file and uncomment "XkbDisable".

Below is a snip from my XF86config file from a Tecra 9000 with RH8.0.

Also, there is a linux on toshiba mailing list at
