OK, before you see the question about using un-encrypted passwords in 98 don't go and do so. You're smb.conf file shows that you are enabling encrypted passwords which is sufficient. When you create a user, the user must have a linux account with a password and then an smb account with the same username and password. If you haven't done this, the order is...
useradd tom <enter> passwd tom <enter> <enter password><enter> <re-enter password><enter> smbpasswd -a tom <enter> <enter password><enter> <re-enter password><enter> (I believe it asks to confirm) I'm not sure you have to restart smb, but I would just for the first time as a test to make sure the test has the best chance of success.
