So it doesn't really matter if you allow root to telnet in, if you're going to just su to root once you're logged in....password is passed in either case. Maybe this is the reason that most sysadmins I know don't allow telnet for any account...only ssh.
There are two advantages to not allowing remote root logins (of any type). Crackers have an extra step, in having to figure out a valid username. Using su leaves a better audit trail when more than one person has root access (not everyone uses sudo).
