As far as I can tell, some Red Hat employees publish experimental
packages in their data areas on people.redhat.com occasionally. Not
seldomly, this makes it faster for users to test a new package
before it finds its way into Raw Hide.

Red Hat's development distribution is Raw Hide. Find it at
ftp://rawhide.redhat.com or your favourite mirror. It doesn't come
with install disks or ISO images. It is a loose collection of
packages that during public beta testing periods is closer to the
beta distribution than normal. Searching list archives, you should
find many comments on Raw Hide.
