Sendmail Problem

Who's idea was it to leave sendmail useless on install? No matter what I 
do I can't send anything anywhere. I'm trying to use a php script to 
send email to my admin account via a standard mail form. No matter how I 
configure sendmail it gives me "connection refused by <hostname>" errors 
in the log. I even tried setting the permiscuous_relay feature at one 
point and even that didn't work. Can someone please tell me what I need 
to do to get sendmail to actually send mail?
