Have you tried passing the mem param at the kernel to see if it will
allow you to see the memory you've installed? In the
/usr/src/Documnetation/kernel-parameters.txt, there is a param that you
can pass to the kernel:

mem=nn[KMG]	[KNL,BOOT] force use of a specific amount of
			memory; to be used when the kernel is not able
			to see the whole system memory or for test.

You can use this in your /etc/lilo.conf to try to force the usage of
that memory.

I'm rather surprised that the kernel isn't seeing it right off the bat;
did you install the memory AFTER you installed RH 7.3, or was the
installation done, and then the memory wasn't being seen?
