ncftp will give on-the-fly speed info. As for the fastest mirror, it will almost without a doubt be redhat.newaol.com. That sucker just flies. You can start by doing a ping to each one, but the only real way to know is to start a transfer from each, one at a time, to see which is fastest for you at that particular moment.
