[PT] Take a look at the Apache documentation and
FAQ at http://www.apache.org. More specifically,
look at the srm.conf, httpd.conf and access.conf
setup files. They are fairly self explanatory, but if
it's your firsttime you should peruse the docs first.

[PT] If you mean the web server, then no you don't
have to set this up first. Telnet has nothing to do
with the web server. Two totally different services.
Telnet should be already set up when you install
Linux, so there should be nothing to do there.
Just check you network configurations like the
netmask, defaultrouter and DNS nameserver. Your
ISP should have already provided you with this
info.
