Besides getting a 24-bit color card?
Use the following .Xdefaults resource entry:
Netscape*installColormap: Yes
It will cause color flashing, but you get more colors.
Seriously, you should think about upgrading your color card so that it will
handle 24-bit color at the resolution you are using.
