I don't know if kernel headers is the problem of not, but they are 
included on the CDs.

$ whichcd -v 8.0 kernheader

Searching for kernheader...
CD-1:glibc-kernheaders-2.4-7.20.i386.rpm
SOURCE-CD-2:glibc-kernheaders-2.4-7.20.src.rpm

The package name changed between 7.x and 8.0.
