Hate to answer my own, but I resolved the issue. First, I configured vsftpd as a standalone. The minute I did that everything took off. After reading bugzilla, it seemed prudent to download 1.1.13 from rawhide. Its install defaults to a standalone install with a new vsftpd folder in /etc.
